Problems For Neutrality Committee

At a meeting of the chairman’s subr committee of the Non-Intervention Committee to-morrow, a draft resolution, embodying the results of the examination by the , technical subcommittee of outstanding problems, will be under discussion. The subject matter of the draft resolution falls under three heads, namely, proposals for resumption; control plans or withdrawal of 'nonSpanish combatants;- and the question of the grant of belligerent rights.
