400,000 PLAN TO WITHDRAW VOLUNTEERS

The diplomatic corerspondent of the “Daily Telegraph” says a detailed scheme, estimated to cost £400,000, for the 'withdrawal of foreign troops from Spain, will be considered by the NonIntervention Sub-Committee on Tuesday.
The expense would be met by the Non-Intervention Committee from a fund to be provided by the Powers represented on it.
The scheme would involve the establishment of base camps behind the front lines, at which foreign volunteers would be assembled in groups not exceding 2000 or 3000. Heavy costs would be involved in feeding and clothing these troops while awaiting withdrawal and in the provision of shigV and other means of transport. As the volunteers are estimated at 100,000, 40 or 50 camps would be required. The plan would include a clause providing that no discrimination should be used against the men who have been in Spain when they return to their own country.
