Van Zeeland Idea; Economic Zone In Africa
— (Received 1.30 p.m.) LONDON, January 7. An attempt to bring Britain, America, France, Germany and Italy into ciuoser economic and political unity is believed to be the basis of the plan which Dr. van ; Zeeland is to discuss with Mr Chamberlain to-day, says the diplomatic correspondent of the “Daily Mail,”
It is understood that Dr. van Zeeland’s report suggests firstly a conference in London of European Powers to consider economic matters. This would be followed by a world conference in London or Washington, to deal with political Issues, including disarmament. “Dangerous Plan." Dr. van Zeeland has completed his report. It is believed to include a vast plan of economic development for Central Africa, according to “Pertin'ax” in “Echo de Paris,” and contemplates an international regime similar to the Congo Basin plan of 1885. ' “Pertinax” considers the scheme dangerous, unless it is accompanied by explicit political reservations. If Africa is developed, according to Dr. van Zeeland’s ideas, this writer says, it will only increase war preparations in totalitarian States.
