LEAGUE COUNCIL TO MEET ON DECEMBER 10
(Received 2.30 p.m.) LONDON, December 1
“The Times” Geneva correspondent states that the meeting of the League Council to consider the appeal from the Spanish Government has been fixed for December 10.
The agenda contains the single item: That the Spanish Government asks the Council, in virtue of Article 11 of the Covenant, to examine the situation described in ■ its telegram of October 17.”
This leaves the Council wide latitude for interpretation of its task, but the situation is without precedent. It is difficult to find any text in the Covenant that can be made exactly applicable to the case." The Council is sovereign if it can agree to a course of action, but to attain unanimity or a majority is likely to be difficult, apart from the fact that Portugal and Germany, though involved, are not members of the League, while Italy is not participating.
