PORTUGUESE NOTE ON WAT?

It is understood that a Note from the Portuguese Government regarding non-intervention in Spain is on its way to the Earl of Plymouth, chairman of the International Committee. So far no reply has been received from the Italian Government, It is appreciated in British circles' that if the committee is to retain, the confidence of public opinion it must discharge its task with unmistakable efficiency, determination and dispassionately. It would militate against its success if members imparted into the proceedings considerations of Armour proper quite inappropriate to its function as a fact-finding body. The attitude of the British Government is that if any member of the committee has complaints to bring forward of infraction on its part of the agreement, it will not think to take offence at the operation of the committee’s procedure and will readily cooperate, according to the rules adopted to establish facts.
