In a broadcast speech, the Minister urged generous participation - iu .the issue by rich and poor alike,’ to enab’e confidence to be restored, exchange improved and prices lowered. The bond? are of, various, denominations between 200 and 100,000 francs. For one year they bear 4 per centirterest, and for six months -3* per cent., both payable in advance.: . , The Bank of France has reduced its discount rates to 3 per cent’, from 4 per cent., to which.if was reduced on June 25.
