“The Times,” in a leader, says the existing sanctions are working smoothly, and were more successful than was expected, increasing Italy’s difficulty in replenishing her foreign currency, the exhaustion of which will prevent her buying oil and other essentials. If the present inquiry shows an oil embargo to be practicable and likely to accomplish the purpose of the League, the latter will not be deterred from applying it by blustering speeches and newspaper outbursts in Rome, the effect of which is opposite to that intended.
