The British United Press special correspondent with the Italians at Makale says: “Tents of Abyssinians are springing up under the noses of the Italian artillery. ’Planes signalled a massing of the Abyssinians in No Man’s Land near the junction of the Gabat and Gheva Rivers. I counted, through a telescope, 43 tents barely out of range of the Italian guns. The Abyssinians are concentrating at many other points along the Tembien front.” In Addis Ababa it is unofficially stated that a big battle is progressing hear Hauzien on the Italian lines of communication between Hauzien and Makale.

Rome has officially admitted 16 officers and 161 men killed and 14 officers and 143 men of the Black Shirt Division wounded in the recent battle of Tembien.

There are also reports of an engagement 10 miles north of Negelli, on the southern front, in which 40 Abyssinians and 25 Italians were killed after the Abyssinians had approached an Italian encampment thinking it was Abyssinian.

OIL SANCTIONS ISSUE

(Received 11 a.m.) GENEVA, February 4. The Experts’ Committee dealing with sanctions under the chairmanship of Senor Gomez (Mexico) appointed two sub-committees to discuss the control, transport aniji effedtiveneiss of oil sanctions in the light of the attitude of non-League States.

Experts on the main committee are drawn from Britain, France, Mexico. Peru, Venezuela, Rumania, Holland, Iraq, Iran, Norway, Sweden, and Russia.

The following points will be studied by the two sub-committees: The consumption of oil in Italy and Italian possessions in normal times and the present sources of supply to Italy in normal times and at present, and the possibilities of indirect supply through States which are not participating in the League’s action; existing Italian stocks; tanker and transport facilities; and the possibilities of Italy using substitutes.

Experts on the League Sub-commit-tee dealing with oil sanctions have discovered a discrepancy between the figures for Italy’s imports of oil from other countries and the figures of exports to Italy, due to Italy not includ'ing the supplies of her armed forces.

It is believed that Italy has much larger stocks than it was 'assumed. Information is being sought from exporting countries in an attempt to get a reliable idea of Italy’s position.
