An earlier message from Washington stated; — The Navy Department revealed today that it expects an invitation from the British Government to attend a naval conference in London early in December, and that the United States Government is prepared to accept the invitation. Admiral Staridley, Chief of Naval Operations, has been tentatively selected as leader of the technical delegation, and if diplomatic representation is necessary Mr Norman' Davis, or the Ambassador, Mr W. R. Bingham, probably will serve. In an interview with journalists, the Secretary of the Navy, Mr C. A. Swanson, said the department felt that the work of the conference would be largely a discussion of routine naval matters. Asked regarding ratios he declared that he still favoured the 5-5-3 ratio as agreed upon at Washington Conference.
