CANADA’S CABINET UNDER-SECRETARY SYSTEM PRIME MINISTER’S PLANS. [United P~ess Assoclation.-By Electric Telegraph.—Copyright! (Received 10 a.m.) OTTAWA, October 23. • The Liberal Leader, Mr W. L. Mackenzie King, assumed the reins of office today. .. _ In the absence of the GovernorGeneral, Lord Tweedsmuir, Sir Lyman Duff, Chief Justice of the Supreme Court, represented the Crown and swore in the Cabinet. The new Prime Minister announced that he would establish a system of under-secretaries, patterned after the United Kingdom’s system, designed to train younger men in departmental routine, and to take some labour off the shoulders of Ministers. Members of the Cabinet are: The Prime Minister, President of the Privy Council and Secretary of State for Internal Affairs.—Mr W. L. Mackenzie King. Mines Migration, Colonisation, interior and Indian Affairs.—Mr Thomas Crerar. justice.—Mr Ernest La Pointe. Public Works. —Mr P. J. A. Cardin. Finance.—Mr Charles Dunning. Postmaster-General. —Mr C. J. Elliott. , __ , ' T Trade and Commerce—Mr W. J. Euler. _ , Secretary of State. —Mr Fernand Renfret. ~ T National Defence.—Mr lan McKenzic. Pensions and National Health. Mr C. G. Power. National Revenue. —Mr J. L. Ilsley. Fisheries. —Mr J. E. Michaud. Labour. —Mr Norman Rogers. Railways, Canals and Marine.—Mr Raoul Dandurand. One of the first actions of the new Government will be to call a FederalProvincial conference to discuss a revision of Canada’s constitution, and co-operation in meeting, the unemployment and relief problems.
