MARTIAL LAW PROCLAIMED. (Received 10,30 a.m.) PEKING, March 21. Tientsin despatches state that martial law has again been proclaimed in Tangshan mining areas, owing to a recrudescence of the Labour dispute. Angered by the arrest of two comrades, a, crowd of miners surrounded the offices of the Sino-British Kalian mining administration, pulled the fires from the boilers of the mine ami smashed windows of the power station. The police fired on. the crowd, killing throe and wounding six.
