The shipping subsidies question was discussed at today’s sitting of the fifth biennial conference of the Institute of Pacific relations. The opinion was expressed that the Governments concerned were seeking mercantile marines in the event of another war.

The Japanese delegates expressed opinion that if it were not for. subsidies Japan could not boast her present mercantile service with its modern ships. The trend of the discussions tended to show that the United .States subsidised its New Zealand shipping to hold that sphere of industry against Britain. Also they revealed that the United iStates, in subsidising the Dollar Lines and Australian ships, required two-thirds of the crows to be American citizens. According to the opinions voiced, it is believed that the Japanese and United States Governments are spending more monev than they can afford.
