A crisis is rapidly approaching in the dispute with the Soviet over the Chinese . Eastern Railway. There is no indication as to what action' Manchukuo will take when the period expires for the return of the locomotives- and rolling stock allegedly commandeered by Russia.
There is little likelihood that tho : Russians will admit Manchukuo's right to part ownership in the line.
y Meantime the railway is practically crippled, which has added to the ban 1 ditry and other lawlessness in the areas served, creating terrible conditions affecting the whole country from Manohu to Harbin,
