An official communique states that, owing to deplorable negligence, a quantity of anti-toxins, after being classed by the laboratory of the Health Bureau, were subject to further manipulation and mixed with others.

The director of the institute, Professor Terni, and his assistant have boon arrested and charged with criminal negligence.
