COTTON DUMPING
RUINATION OF INDIAN MILLS.
(Received 31 a.m.) CALCUTTA, May 2,

The Government is expected in a few days to open negotiations with Japan, who is pressing for a trade agreement and is willing to concede anything provided she is not completely shut out of the valuable Indian market.
