Lord . Treuehard’s annual report foreshadows important changes in the character and ■ organisation of the Metropolitan Police Force. He emphasises, that the entrance examination is of the same rudimentary character as a century .ago, and states that efforts should be made to, raise the level. The idea that too much mental development is likely to make the policeman discontented with his job is obsolete. The best brains are essential for the higher posts, as the criminal is becoming more skilful, mobile and scientific. Criminals registered in the Records Office total .909,72(1.
