■MR"'.JUSTICE FRAZER'S VIEW. <Per Press Association. —Conyrlght.) WELLINGTON, This Day. . Wlion the Arbitration Court yester day ratified the recommendations of the Conciliation Council in the electrical workers/ new award, Mr Justice? Frazer said he sincerely hoped as much as anyone that good times would soon come again and that the economies which had to be made would soon be a thing of the past. His Honour said he was not a prophet, but it did look to him that the outlook was a little more? hopeful. Probably it would not be a good tiling if there were a boom, but if what we saw now meant steady progress up--wards, everyone would be thankful. lie hoped as sincerely as anybody that they were now on the up-grade and on the eve of better things.
