EQUALITY ETHICS GERMAN PERSISTENCE ENVOY TO ATTEND LEAGUE. BRITISH STATEMENT PENDING. (United Press Association—By Electric Telegraph—Copyright.) (Received 9 a.m.) LONDON, September 13. The “Daily Telegraph’ ’ says it can be stated definitely that Germany will not be represented at the meeting of the Bureau of the Disarmament Conference on September 21, but that she will be represented at the meeting of the Council of the League of Nations on September 23. Thus she will be' enabled to participate in the special meeting at which the British Government is to submit a statement of its views on the German demand for~*equality. This method is preferred in London to diplomatic channels. The “Daily Express’’ says it understands that the Bureau of the Disarmament Conference will meet only to adjourn, and that in the meantime the Powers will confer, Britain, it says. > is likely to propose equality in principle, Germany to agree not to re-arm pending the Powers engaging to disarm further. Mr. Arthur Henderson,, at the National Peace Council luncheon yesterday, said: . “I cannot bring myself to believe that the statesmen who as: semble at Geneva in the next few days are prepared to fake the responsibility of encouraging a competitive race in armaments and the inevitable danger of war rising from the existence of large armies, navies ’ and- air forces, “ The , apprehension that exists in no way causes surprise, but I ;do hot fully share : that apprehension because I am convinced that' failure of this Disarmament Conference will, be a veritable disaster in the life of Europe and the world. I refuse to contemplate failure. ” Referring to Germany’s equality claim, he said he thought they could go forward with their work next week feeling that with good will and conciliation this incident could be settled to the advantage, not only of: Germany • and the . vanquished • .-.countries, but to Europe and. the world.: : . • .
