(Ueited Press Association—By Electric Telegraph—Copyright.) (Received 9 a.in.) CAPETOWN, November 16. It transpires, that the real purpose of the Government at Durban is to reassert determinedly the power of the law. The poliee elaim that a rising of natives was contemplated at Durban, Johannesburg and other centres on Dingaan's : Day, November 16. A few days previously the police arrested ISO natives in the docks compound. They were attacked by 2000 natives and 00 prisoners were released. There are signs of surreptitious Communist propaganda spreading rapidly. The poliee arc disappointed at not finding assegais and axes, which it is known the natives have been collecting. The Minister of Justice will make a statement in a few days to silence criticism, which is tending to ridiculo concentration of the police. He will introduce a Riotous Assemblies Rill, giving wide powers for restricting the movements of agitators, which Labour is opposing.
