KELLOGG TREATY

PRESENTATION TO SENATE

MODIFIED RESERVATION.

MONROE DOCTRINE OMITTED.

The contest over 'the Kellogg Treaty was brought to the Senate floor, when Senator Borah presented his favpur* able report, on the document. The reservationists also presented their modified resolution, hoping to; have it considered as passed when the Treaty was recommended. The new resolution, offered by, Seriator Moses on behalf of himself and Senator Reed, eliminating . reference to the Monroe Doctrine, reads as follows: “It is resolved that the Senate of the United States declares that, in advising consent to the Multilateral Treaty, it does so with following understanding.—

(1) “That the Treaty does not impair or abridge the right of the United, States to defend its territory or other vital interests, in accordance with traditional American policies, (2) “That the Treaty imposes ■ no obligations on the .United States to resort ,to punitive measures against any offending nation. (3) “That the Treaty does not obligate upon the United States the * conditions of any treaty to which the United States is not party. (4) “The Secretary of State is requested to forward a copy of this resolution to the representatives of other Powers. ”

There ‘was no discussion, and the Treaty and resolution were placed on - the executive calendar. " Senator Borah, chairman of the' Senate Foreign Relations Committee, after presenting the Treaty to the Senate decided on postponement of consideration until after the Christmas recess, owing to little opportunity' of its being discussed before the Naval Construction Bill.
