(Australian Press Assn. —United Service.) (Received 8.12 a.m.) LONDON, July 2. The British Commonwealth Labour Conference opened today in the House
of Commons. Air Ramsay AlacDonald, in his presidential address, said that the Labour Party, which was formerly inclined to oppose migration, now recognised that great fluidity of population was necessary. Their aim, however, should . be to develop family rather than individual migration. There used to be an idea in the Liberal Party, and earlier in the Conservative Party, that they could shelve responsibility by just clearing out of countries in which problems occurred. The Labour Party could not take that
narrow view. It must have a positive policy of responsibility, not, a negative policy of selfishness. Referring to the Kellogg proposal to outlaw war, Afr AlacDonald said that ali the Dominions muse play their part in working for peace.
