FRENCH MOBILISATION. DETRIMENTAL AND DANGEROUS. (Received 9 a.m.) PARIS, November 8. Strong criticism of national mobilisation during war is contained in a report of the Army Committee at present in the hands of the Senate. The following was cabled • from Paris on March 8 last; —The Chamber of Deputies adopted the National War Organisation'Bill by 500 votes to 31. The new bill will convert the whole of the French nation into a gigantic war-machine in an emergency. Everything and everybody—men and women in trade, in shops and in factories—may be mobilised.. The bill ensures that all civil life shall .cease the moment a war breaks out. Everything can then bo commandeered. All contracts ■ will be the affairs of the' Government which will draw all war profits. The Minister of War, M. Painleve, agreed that there was still a lively desire to construct a railway across the Sahara in order to facilitate the transportation of France’s black troops. General .Girod announced , that the Army Council would support the ■scheme.
