WHANGAREI HARBOUR BOARD

MONTHLY MEETING.

The monthly meeting of the Whangarei Harbour Board, held yesterday, was'Attended by Messrs. D. W. Jack (chairman, J. A. 'Finlayson (deputy chairman), R. G. Hosking, Jas. D. McKenzie, J. D. McKenzie, iE. Swann, and the secretary, Mr. J. McKinnon. The chairman apologised for the enforced absence of Mr. W. Jones, M.P., who was detained in the Mangakahia dis-

triet with the Public Works Department engineer in connection with road works. LOWER MANGAPAI WHARF. IWr. P. Whittle, of Mangapai, wrote calling attention to the decking of the lower Mangapai Wharf, and the sagging of the floor of the goods shed. As there is a quantity of manure to arrive within a few weeks he asked the Board to have some repairs effected. On the motion of Mr. Swann, seconded by Mr. James D. McKenzie, it was resolved that temporary repairs be effected to the wharf and goods shed without delay. FIRE BRIGADE DONATION. I The' Whangarei Fire Brigade wrote applying for a donation towards its funds to enable the Brigade to be represented at the 'fire brigades competi-l tiou to be held in Dunedin.

On the motion, of Mr. Swann, seconded by Mr. Jas. D. McKenzie, it was resolved that the Board contribute £5 5s .towards the Fire funds. COASTAL WHARYES. In continuation of the letter of January 14 last, the Marine Department forwarded the Crown Law Office's opinion to the effect that vesting the jurisdiction of the Tutu.kaka, Whangaruru and Whananaki wharves under the control of the Whangarei Harbour Board could only be done by a local bill. A resolution was adopted, as moved by Mr. Swann, seconded by Mr. Jas.- D. McKenzie, that the Board's solicitors be authorised to prepare a local bill for presentation to the next session of Parliament, vesting the jurisdiction of the above harbours in the Whangaroi Harbour Board.

ENDOWMENT "K" OCCUPATION.

The chairman reported that Mr. J. E. Holmes had, some time ago, applied for a more permanent occupation of Lots 1 and 2, Endowment "K," now held temporarily by him from year to year. Mr." Holmes applied for a lengthier tenancy to enable him to carry out permanent improvements. At present Mr. Holmes is paying an animal rent of £3 for the two lots. The chairman reported that he had inspected the. properties referred to, and found that one of the lots was simply a quagmire.

After discussion it was resolved, on the motion of Mr. Swann, seconded by Mr. Jas. D-. McKenzie, that Mr. Holmes be granted a license for 10 years to j occupy the properties referred to'at an .*;-:imial rental of £5, Mr. Holmes to pay all rates and other charges. I GENERAL ACCOUNT. In connection with the General Account, it was resolved that the chairman, deputy chairman and treasurer be authorised to' place on fixed deposit the sum of £5000; a portion of the account not immediately required. WHANGAREI BAND. The chairman intimated, that the Municipal Band gave performances from time to time on the Board's reclamation works opposite the Town. Wharf, and asked to have a light installed. It was agreed that the Board take no objection to the Band making a connection with the borough lighting system, on eondition that the Band obtains a permit from the Borough Council to do so.

KIOREROA IMPROVEMENTS.

■Some discussion took place with re--gard to proceeding with the harbour works at Kioreroa, the chairman stating that he intended to confer with the Minister of Public Works and the railway authorities in the matter, whilst in Wellington. It was agreed that thu members of 'ho Board should make an inspection of the site of the proposed v-nrks, the chairman stated that arrangements would be made on or' before the next meeting for the inspection, as suggested by Mr. Finlayson. PAYMENT OF ACCOUNTS. . Tt was resolved that the accounts as recommended liy the Finance Commit-' tee, .amounting to £597 0s 5d (General Account) and £555 13s 4d (Loan Accost), be passed for payment. NEXT BOARD MEETING. It was'resolved that the next Board meeting take place on March 26. ENGINEER'S REPORT. The engineer, Mr. W, M. Fraser, submitted the following geneml report: The overhaul of the suction dredger and all pontoons and pipe-line connected therewith should be completed'within the*next seven days. Regarding the question of the boat slip, which was to bo the subject of a report and estimate from me and of an inspection by the members of tlie Board, I am obtaining estimates for an electric power winch, and will inspect the several slipways in Auckland, so that the matter may be dealt with at your next meeting. With reference to Mr. J. Blagrove's application for :i site for a fish-curing works, I think the matter might with advantage be left over until your March meeting, when the suction dredge will have pumped spoil into that area, and thereby affording your committee a better grasp of the position. In consequence of your Board's generous action in facilitating my •attendance at the Civil Engineers' Conference, I am leaving for,Dunedin today and expect to return within 10 days.
