FRANC ESABLISHES LOW RECORD (Received 12.55 p.m.) LONDON", February 19. A low record of the franc (136 to the £) is registered. It is attributed to the confused Parliamentary situation. It is very doubtful if the new taxation bill"will be adopted by the end of the month. A grave conflict between the two Chambers is looming, the Senate .Finance Committee having drastically altered the Chamber's decisions.—Renter.
