PROTOCOL RATIFICATION. REICHSTAG MEASURE. AUTHORISING HUGE LOAN. (Eeceived 9.5 a.m.) BERLIN, August 21. Preparatory to to-day's ratification debate the Government introduced a Reichstag Bill assenting to the London protocol, authorising the Minister of Finance to float a loan of 800,000,000 gold marks and empowering the Government to surrender State railway bonds totalling eleven milliard marks and 20 bonds amounting to five milliard marks secured on industrial taxation.—Eeuter.
