LABOUR PROPAGATION. (Special to "Northern Advocate.") WELLINGTON, This Day. "I think I can see changes coming over the thought and action of the Labour Party which are perhaps more obvious to the looker-on than to themselves," observed the Minister of Customs, the Hon Downie Stewart, in the House last night.
