REPRESENTATION SYSTEM. DOMINIONS CALLED INTO COUNCIL. (Received 9 a.m.) LONDON, July 30

In the House of Commons Mr J. H. Thomas' announcement of an Imperial Conference in October was followed by a speech in which Mr L. C. M. S. Amery accused the Government departments in England of falling back on the old traditional attitude of not realising the new chapter in British constitutionalism opened during the war. Mr Thomas said: "We promised the Dominions that their representation at the present Allied Conference was not a precedent, being desirous to make it plain to foreign Powers that such a system of representation of the Dominions was unsatisfactory and must be altered. That is why we are inviting the Dominions to the conference in October. We cannot lay papers on the table at the moment, as replies have not been received, but there is every indication that the conference will be welcomed." —A. and N.Z.
