The Immigration Comm3sioner lias ruled that ba<bies born at sea on shipst bound to America' hereafter will be classed as American citizcns. . This has upset tho tradition that a child born at: sea assumes the. ship/a nationality, which resulted iu several infant® being ordered* to be' deported because the quota was.'full, despite the eligibility .of .*the parents.—A. and N.Z. ,
