JAPANESE STRATEGY. ERECTING RADIO STATIONS. (Received 10 a.m.) NEW YORK, Fe'b. 28. The "Chicago News' correspondent at -Rouk, Caroline, Islands, states. that the Japanese naval authorities are making two important strategic move 3 Tinder Japan's mandate over certain South Sea Islands. It is understood that foreigners will be able to enter the islands only after securing papers, permission for which is rarely given when commerce the object.
