SERIOUS PORTENT
•STRONG PROTEST EXPRESSED. (Received 8.50 a.m.) SAN FRANCISCO, June 22. Governor Stephens, of California, has addressed a letter to Mr "Colby (iState Secretary), reading:— "While California does not harbour any animosity to the Japanese people, the State does not wish Japanese to settle within its borders. The Japanese population is now 87,----279 in California, which views witn alarm the rapid growth of the Japanese population and their control of land and forests in the not distant future. This will be the gravest menace of a serious conflict, if this development is not immediately and effectively stopped." The Governor urges that immediate negotiations should be begun witli Japan in order to make the existing immigration agreements as rigorous as possible.—A. and N.Z. —————
