ARBITRATION CONDEMNED.

MONTREAL, June 17. The American Federation of Labour rejected the proposal for a permanent voluntary Arbitration Board, and condemned the United States Court of Industrial Relations and all forms of compulsory arbitration. It decreed a fight to the finish against all anti-strike legislation. It also demanded the United States Congress to cancel) the "gentlemen's agreement" with Japan regarding Japanese immigration, and to exclude all Orientals.
