LONDON, June 16.

"White Papers" continue proposals for a new constitution for Burma, under which the title of Viceroy of India will be altered to Governor-General of India and Burma. .

A wide extension of local self-gov-ernment is contemplated by means of municipal committees. The Burma Legislature should consist of ninety-two elected members, thirty nominated, and six ex-officio members, while tho Executive Council of six would be divided into three committees, dealing with home affairs, finance and development, each containing one official and one non-official member. Of the aon-official members it is recommended one be a European and two Burmans. —Reuter.
