The Speaker, addressing the Empire Parliamentary Association, said that the Devolution Committee was making fair progress, and hoped to be able to submit a scheme in a few months. This would be the first step towards the fedei-ation of the Parliaments of the Empire, but he. thought this was still a long way off.—A. and N.Z.
