WASHINGTON, July 19
Senator Lewis asserted that the- Government had definite information that Germany had learned of the departure of the transports for Europe, because the message was picked up by Mexican wireless and relayed to Germany.
Senator Daniels announced the reorganisation of the Atlantic fleet. Commander Grant had been promoted to the Vice-Admiralty and the command of one division of the fleet. Admiral Mayo would take general command. The arrangement would double the number of battleships now in commission, and every battleship would be fully commissioned. The purpose was to place the navy at the highest pitch of efficiency in readiness for action. Three Germans were arrested in Kansas city and charged with a conspiracy to scatter broadcast infectious, deadly germs under the medium of court-plaster containing tetanus germs.
