NEW YORK, December 14
Count yon. Bernstorff says that a conference of belligerents is essential preliminary to any steps towards peace. Germany wants a Round Table Conference at the Hague to ascertain whether a basis of discussion can be .reached. Count Bernstorff professes thnt there are optimistic chances of the Allies agreeing to the conference. The "New York Herald" says that the tAllies will not overlook the Prussian terms as outlined at the Washington Embassy. Bernstorff's volte face shows that he talked too, freely. A'.uothcr plan was. spoilt, owing to his eagerness to outline the terms in the minds of Prussian diplomacy. The "New York Sun" characterises the proposals as Berlin's trial, balloon. Washington understands that President Wilson is likely to be cautious, merely transmitting the messages. He will probably be guided by the tenor of Mr Lloyd George's speech.
