GERMAN PRESS COMMENT-
A NEW PHASE ENTERED.
("Times" Cable.) (Press Assn.—Reed. 10.55 p.m.) LONDON', December 8. A correspondent recounts an interview with the Kaiser a decade ago and says he asked for an opinion of Mr Lloyd George and the Kaiser replied by saying: "He will be Premier within ten years." ; The German press significantly char-Tel its tone of complacency when Mr Lloyd George resigned and was then replaced. The tone is now one of mingled hostility and apprehension and the papers are denouncing the action as a Cabinet breach and calling him a secret intriguer and are also warning the German people that his accession to power means that the war will enter a new phase. His apopintment postpones indefinitely peace prospects.
