The "Daily Mail" asserts that Mr Asquith, on Tuesday morning, changed his mind and withdrew his assent, writing to Mr Lloyd George that, upon reflecting, he could not agree; consequently Mr Lloyd George sent in his resignation in writing. •The "Times" welcomes Mr Asquith's whole-hearted sympathy. His proposals, however, were hopeless and impossible of compromise. What the situation now requires is a return to the well-tried English system of a small, harmonious Cabinet.
