He'rr Haase and Jlerr Diltmann summoned the Government to restore the freedom of workmen, especially of Belgians, whose deportation was con- '' trary to the Hague Convention. i Herr Helfferich deplonvl the discussion, which would have a bad effect on the troops at the front. He asserted that forcing the Belgians to work was in accordance with hit relational law. It was intolerable th;it an idle and turbulent population should remain ill the war zone.
