The Emperor Frances Joseph presided over a joint meeting of the Austro-Hungarian Cabinets in Schoenbrunn. It was deliberated whether to send Roumania an ultimatum or a declaration of war. .
The Kaiser still desires to pacify Roumania and is offering compensation at Austria's expense.
