GOVERNMENT AND THE BiLL

WELLINGTON, Oct. 2
Considerable speculation is being indulged in in the Parliamentary precincts as to the Government's intentions in regard to Council Reform, now that the "Reform Bill" has received its despatch. The voting on the vital clause yesterday has interesting features. The Council for instance, after affirming the principle of a change from nomination to election, threw out the proposal that the election should be by direct vote of the people by 14 to 13. One in a position to speak with authority points out that had there been a division on the question of proportional representation, the majority against the Bill would have been largely increased.
Speaking on the subject of Legislative Council reform, the Prime Minister said, "We are going to give effect to the promise we made to the electors; we are not going to be discouraged by what has taken place in the Council. So far, however, Cabinet has not had an opportunity of considering the matter."
