CAPETOWN, Feb. 13,

Mr Percy Fitzpatrick, in the Assembly, referring to the Franco-Ger-man treaty, said that there was only the British fleet between South Africa and a great and virile people like the Germans. It would be hopeless to try to hold South Africa if the British were withdrawn; nevertheless the Government had not encouraged immigration.

Mr Botha denied that he had discouraged immigration. The Government would assist the pools white South Africans afterwards, but would see about immigration first. They would settle the Crown lands and expropriate other lands later if necessary.
