ALSACE-LORRAINE.
GRANTED A CONSTITUTION,
(Received Dec. 19, 11.20 a.m.) BERLIN, Dec. 17. The Federal Council has assented to a Constitution for Alsace-Lorraine. The first Chamber will have 18 members, and the second Chamber 60 members, elected by secret ballot. The franchise will be given to all, over 25 years old, two votes'being allowed electors over 25 and three votes over 45.
