STATE GUARANTEED ADVANCES
In the House last evening Sir Joseph Ward moved the secoud reading of the State Guaranteed Advances Amendment Bill. Mr Massey approved of Jie measure, which was mainly a machinery one. Mr Poland thought .hat not enough had been done to enable the poor man to acquire a home. Mr Ross subjected the bill to considerable criticism on account of it not making provision 1 to give settlers on Crown land full value for improvements.- The act had been administered In a very conservative fashion of late The House was allowing the Civil Service to dictate such legislation as the bill under discussion, and it was time this was put a stop to. Mr Taylor (Christchurch) urged the importance of giving facilities to poor men to acquire a home. Sir Joseph Ward, in reply, said that Mr Poland was asking the country to lend an unlimited amcunt on mining properties, which were uncertain securities, to the detriment of other classes in the community, whose securites were freehold and were improving every year. The Government would not yield to the bounce of members, who criticised the adminstration of the Department regarding the proposal that a man with £10 should be assisted to purchase a home. A clause to give effect to this would be inserted in the Workers Dwelling Bill. The bill was read a second time.
