Mr Keir Hardie complained of the suppression of Mr Mackarness' pamphlet attacking the Indian police. Mr Montagu, Under Secretary for India, in justifying the action of the Indian Government, said that there was no reason for not applying the same law to obnoxious matter transmitted from England as to that produced in England.
