SALISBURY'S . POLICY.

Lord Salisbury, in an address at Liverpool, declared that Mr Gladstone was^ trying to prove that Home Rule yra.%^necessary by making Ireland ungovernable. The prospects of the 'Conservatives had, he stated, greatly improved. He declared that the assertion that the Cabinet really favoured Home Rule for Ireland was without foundation. The greatest cruelty?; of which England had been guilty towards Ireland was the vacillating policy of successive Government.
In the course of his speech the Premier admitted that the fiscal system required amendment, but he denied the necessity of Protection. Cheapness was sometimes secured to communities at their ultimate expense, in proof on which he instanced unjust rail freights and operations of gambling limited liability companies.
