I Early iv th_ year, tbe Allied and the United States Governments despatched a mission, headed by Messrs. Willian Bullitt, -jiiicolru St-Hens. aud Captain Pettit, to Russia, with a proposal to make peace with the Soviet Goveruinent oa certaoin terms. Whether it was thought that tho Soviet Government would not agree to tho Allied proposals, and that their rcii-.al would provide an excuse for redoubled efforts at 'intervention, is not known. But, it' is a fact that the Soviet Govemmenifc DID accept, the proposals of the Allied Governments. And it is also a fact that, when the latter found that the Soviet Government agreed to the proposals, they refuse to carry out what they had themselves proposed. The Allied Government invited all tho Governments •existing in Russia to a new Peace Oji._ero__.ee, upon a. basis agreed upon by all th,_ Allied Powers, to take place sometime last April or May. The Soviet Government accepted the proposals, and agreed to accept tho status quo.
