Allied Procedure for Proclamation of VJ Day
Received Tuesday 9.50 p.m. WASHINGTON, August 12.
The White House Secretary (Mr. O. Ross) outlined the following procedure for VJ Day. There will be an immediate consultation between Washington, London, Moscow and Chungking, and the announcement will be made simultaneously in the four capitals with President Truman flrst informing the press. Arrangements will then be made for Japan to sign the surrender document officially, and this may take two or three days. After the signing President Truman wil proclaim VJ pay and immediately address the nation by radio. The end of the war will be marked officially by a presidential proclamation or th adoption of a resolution by Congress. In this case it is almost certain to be a proclamation since Congress is not in session and probably will not be before the surrender.
