STORY ABOUT ROOSEVELT'S EMISSARY WASHINGTON, Aug. 28. Senator Chandler told the Senate that President Roosevelt’s per .ial Ambassador to India, Mr. William Phillips, had been declared persona non grata by the British Government because Phillips reported to President Roosevelt that the British attitude toward India was a deterrent to an all-out war effort in that theatre. Senator Chandler added that President Roosevelt should submit a report to the Senate on the conditions in India and the right of another nation to declare Mr. Roosevelt’s personal representative persona non grata. He also criticised Britain’s prosecution of the war against Japan. The United Press points out that Mr. Phillips was returning to the United political adviser to General Eisenhower. It was announced on August 17 that Mr. Philips was returning to the United States for urgent family reasons. State Department officials to-day reiterated that Mr. Phillips returned for purely family reasons. ■
