LONDON, Sept. 8. Germany is calling the surrender oi Italy "open treason.” A Berlin spokesman said that the German authorities were prepared for the Italian capitulation, and were taking precautions.

The German News Agency says that ever since the fall of Mussolini on July 25 the German leaders have been preparing for the "open treason” of the Italian surrender. It added that the Germans had taken the necessary military measuraes.

A similar statement was put out over the German home radio.
