Generalissimo Chiang Kai-shek, in a message to the peoples of the United Nations, urged an immediate largescale Allied offensive against Japan to thwart Japan’s ability to re-gear and replenish her war machine, also to re duce the time and price which must be paid for an Allied victory. Chiang declared: “Now is the opportune moment for the United Nations to reap great results within a relatively short time. Just as Germany vainly hopes for dissension among the Uniten Nations, Japan is praying that the United 'Nations will delay their big offensive against her. “What disquiets the Chinese is not whether the United Nations will win the war, but when and at what price. Japan in one sense is at her weakest —her ready resources are approaching the point of exhaustion. * * Our Allies can count on the determination of the Chinese Army to contribute whatever is within their powei and to make whatever sacrifices necessary,” said Chiang, who urged China, Britain, Russia and America before the end of the war to reach an agreement on postwar policy. He advocated the immediate establishment of joint machinery for winning the peace, also a postwar world organisation backed by international force to safeguard international justice ana ensure the successful functioning oi democratic government.
